      为满足实际工程评价中对点值权重和非点值权重的不同需求,通过统计分析41份专家权重打分调查问卷,建立了用于病险水闸除险加固效果评价的点值权重、区间权重和云模型权重。结果表明,病险水闸安全鉴定结论准确性、除险加固设计方案、服役性能提升程度、经济效益和可持续发展效应5个一级评价指标的点值权重分别为0.23、0.24、0.21、0.15、0.17;二级评价指标中,安全鉴定前期资料的可靠性和设计方案对恢复水闸设计功能的有效性对除险加固效果的影响最大,而7种服役性能指标在除险加固中具有同等重要性。
英文摘要:
      To satisfy the different demand for index weight used in the actual engineering evaluations, through the statistical analysis of the scoring values graded by 41 experts, three different weights were established for the reinforcement effect evaluation of dangerous sluices, which are the point value weight, interval weight and cloud model weight. The results show that the point value weight for the 5 first level indexes, which include the accuracy of safety evaluation, reinforcement design scheme, service performance, economic benefit and sustainable development effect, are 0.23, 0.24, 0.21, 0.15, 0.17, respectively. As for the 21 second level indexes, the reliability of preliminary data for safety assessment and the effectiveness of design scheme to restore the design function of sluice show the maximum 〖JP2〗influences on the reinforcement effect, and 7 kinds of service performance indexes are equally important in the reinforcement of dangerous sluices
